design build facades (dbf) cladding remediation process
Overview;
dbf provide ‘one stop’ or ‘turn-key’ design + build, fire safety service’ for which they alone are responsible for all project outcomes including compliance and long term performance. The process effectively de-risks the delivery of complex re-cladding projects where there are many unknowns, allows fast track delivery ensuring VFM and facilitates all parties collaborating throughout the design development and construction stages. For both BSA and non-BSA works dbf act as both Principal Designer and Principal Contractor. The service is generally procured via pre-tendered framework agreements in 2-stages of:-
desktop review and development of Employers Requirements (ER’s), survey, design development, testing, specification, samples, prototypes and obtaining all statutory and client team approvals culminating in a full comprehensive set of Contractor Proposals (CP’s) followed by
prelims, access, remedial firesafe works complete, handover records, maintenance manuals and warranty
Stage 1 Process
The process begins with the client team issuing dbf all available existing building information. dbf then carry out a desktop review and visits site to assess the extent of stage1 works required including the ‘typical areas’ that need to be opened up, inspected and tested to reasonably determine the extent of the defects and agrees with the client team the remedial works likely to be required to satisfy their requiremnts, dbf then submit a firm Stage1 price and proposal (c/w a budget price for the stage 2 construction services).
The stage1 price generally includes; opening up surveys, testing, detailed drawing of existing, detailed drawing of proposed, calculations (structural, thermal, etc) provision of samples, data sheets, obtaining of statutory and client team approvals (BSA/Building control, Fire Engineer, Planning, Client) and construction of full-sized prototype(s). The stage1 process is continuously reported to the client team on all aspects, monitored, developed and inspected collaboratively agreed by all parties as the stage 1 works proceed. Stage 1 culminates with dbf submission of Contractor Proposals (CP’s) for stage2 Construction services including fully detailed, fixed price, programme, logistics, RAMS, design proposals and specification by which time all parties are fully informed and the project effectively de-risked to ensure positive outcomes.
Stage 1
- Step 1: Client provides all available existing building information including photographs, drawings, surveys, condition reports, AIB register etc. etc.
- Step 2: dbf carry out a FOC desktop review of the existing building information
- Step 3: dbf visit site to familiarise themselves with the site, identify number, nature and extent of prototype ‘test’ locations required to reasonably determine the extent of defects and means of access (these capture the main/typical building elements/cases)
- Step 4: dbf submit fixed stage1 preconstruction price & proposals (together with budget price and proposals for the main works)
- Step 5: Upon receipt of stage1 order, dbf mobilise
- Step 6: dbf erect access to the survey/prototype location(s) (MCP/ MEWP/enclosed scaffold(s) to any/all areas previously identified)
- Step 7: dbf open up the existing typical cases, survey through the external wall elements including backup wall/ typical compartment walls/floors and record/test materials used
- Step 8: dbf produce detailed drawings of the existing “as built” construction
- Step 9: dbf (in consultation with client team) develop proposals and provide samples for remediation (i.e., to meet current regulation and A rating on EWS1) complete with RAMS and submit for client team ‘subject to prototype/provisional’ approval
- Step 10: dbf complete prototype phased installation to fully remediate the typical cases identified with hold inspection points as required/identified as the works proceed, obtaining full statutory approvals on completion
- Step 11: dbf update their proposals to reflect the completed as-built prototype and submit full Contractors Proposals (CP’s) for the stage 2, full building remediation
- Step 12: upon receipt of stage 2 full order dbf mobilise to complete the full works
